The Ultimatum: Is War Inevitable?

The President has frequently used the word "war" in the wake of Tuesday's terrorist attacks. Television networks have icons on the bottom of their screen saying "America's New War" or "America Fights Back." But what does war mean when the enemy has no land, no capitol, no borders?
