Conservative commentator Armstrong Williams hopes to put behind him the controversy around the $240,000 the government paid him to promote the No Child Left Behind Act last year.

He says he, and not the Bush administration, suggested the contract. Promoting government policy on the government's dime, he says, seemed like a public service and good business at the time.
