Mitchell Chester, On Mass. Education Funding

Massachusetts was rejected in the "Race for the Top," a national competition for education funding. Now we're on to Phase Two, and Massachusetts is giving the competition another try.  We talk to Education Commissioner Mitchell Chester about the big and some of the changes proposed for evaluating teachers and salvaging under-performing schools.
