Advocates have been clamoring for a central, year-round public market in Boston for a decade. Now it looks like it might actually happen. The Patrick administration says it will spend up to $10 million help the non-profit Boston Public Market Association set up shop in the ground floor of a vacant Big Dig building along the Rose Kennedy Greenway.
