Boston Police Commissioner Edward Davis was in Washington today, testifying before congress about his department's response to the marathon bombings.

Members of the House Homeland Security Committee praised the response to the attacks, while criticizing the counterterrorism apparatus that could have stopped the attacks, according to one of that system's architects, former Senator Joe Leiberman.
