Massachusetts is a "right to shelter" state, which means those in need of shelter must be provided with it. But with more and more people seeking it, that right is putting a strain on resources set up to support the need. WBUR's Gabrielle Emanuel looks into how the state's shelter assistance hotline is struggling to keep up with demand.
