BOSTON — State officials said Tuesday they found medications that were not properly sterilized and black matter found floating in vials of steroids later shipped off to medical clinics during their preliminary investigation into the New England Compounding Center, the Framingham specialty pharmacy linked to a nationwide meningitis outbreak that’s killed 23 people and sickened 308 in 17 states.

How can this be allowed to happen?
Why did the state let these people stay in business?

What happened to the lawsuit that was settled with a do not disclose clause?
Wasn’t that contrary to public safety?

I think manslaughter indictments are the next appropriate step.
