The snow is tapering off this morning but the impact of the latest winter storm to hit Massachusetts will be felt all day long. That's partly because most MBTA service is cancelled Tuesday. As it grapples with serious maintenance challenges, the T has shut down all rail service Tuesday and is offering only limited bus service.

Gov. Charlie Baker says he's disappointed about how the T has responded to the recent storms and wants to review MBTA operations once the storms are past.

For some perspective on the challenges the MBTA is facing, former Massachusetts Transportation Secretary James Aloisi joined WBUR's Morning Edition.
