It's open enrollment for Americans buying health insurance through the exchanges under the Affordable Care Act. This year's enrollment period has been cut in half, and some consumers may face higher premiums because the Trump administration has discontinued cost-sharing payments that used to subsidize insurance providers for covering low-income customers.
