So-called sanctuary cities get a lot of attention for limiting cooperation between their criminal justice system and federal immigration enforcement. In Pennsylvania, Philadelphia is the center of sanctuary activities. But in many small towns, law enforcement agencies want to work more closely with U.S. Immigration and Customs Enforcement to identify and deport immigrants who are in the country illegally.
