Health insurers and state regulators head to court Thursday in a showdown over premiums.

Six of Massachusetts' insurance companies are suing the state's insurance commissioner, claiming he acted outside the law in capping premium increases on the vast majority of rate hikes.

The state has now removed those insurers from its Health Connector Web site — where individuals and small businesses can find insurance options. To explain the standoff, on Wednesday WBUR turned to Stuart Altman, a professor of health policy at Brandeis University.
