Independent fisherman in Massachusetts are saying that new federal fishing regulations will drive them out of business.

To get a sense of the rationale behind the rules, WBUR spoke to Paul Diadoti, the director of the Massachusetts Division of Marine Fisheries. He says the regulations aren't designed to endanger fisherman — but that doesn't mean they won't.
