Massachusetts taxes are not bringing in as much money as hoped, and now the state is staring down a nearly half-billion-dollar budget shortfall.

To better understand what to make of the shortfall and what caused it, Noah Berger, president of the Massachusetts Budget and Policy Center, an independent research group, joins WBUR.
