Just days after passing the debt deal, Congress receives the highest disapproval rating on record. Central Falls, R.I. - "A City With A Bright Future" - files for bankruptcy.

And MBTA chief Richard Davey is named Gov. Deval Patrick's fourth Secretary of Transportation.
