As part of the 1993 Education Reform Act, Massachusetts implemented the Foundation Budget Formula, which revolutionized how Massachusetts pays for education. The original formula was intended to calculate how much funding a school district would need to provide quality, equitable education to its students.

Twenty-five years later, a lot has changed in the world of education — and that has legislators, parents and educators considering how the formula might be updated to better suit today's education funding needs.

Ed Moscovitch, executive director of Momenta, a nonprofit that works with schools in the state to improve their outcomes. In 1993, he helped draft the education reform law and is considered to be one of the architects of the foundation budget formula.
