Massachusetts lawmakers finally reached an agreement on the state's almost $42 billion budget Wednesday. This comes 17 days late — the fiscal year began July 1 — making Massachusetts the last state in the nation to finalize its budget.

The hold up had to do with immigration — specifically, the so-called Safe Communities Act, an amendment that would have restricted cooperation between local law enforcement and federal immigration authorities. The amendment was not included in the budget agreement.
