Panel Finds "Systematic Failure" in Poutre Case
A three-person panel appointed by Governor Mitt Romney has concluded that "systematic failure" by state agencies and the medical community are to blame for the near-fatal beating of 12-year-old Haleigh Poutre.
The panel made its recommendations yesterday, including a proposal to change how the department of social services deals with end-of-life decisions.
