DiCara: Menino Signaling He'll Seek Fifth Term

Boston city workers may not get raises this year. Mayor Thomas Menino floated a wage-freeze proposal in his State of the City address last night.

It was the most concrete plan Menino mentioned for addressing the city's $140 million budget shortfall.

Former Boston City Councilor Larry DiCara joined WBUR to discuss what the mayor said, and what he didn't say, in last night's address.
