California Budget Proposal Expands Health Care Coverage To Undocumented Immigrants

California's proposed state budget makes low-income adults who are in the country illegally eligible for the state's Medicaid program. The budget would also charge a fine for people who don't buy health insurance and a subsidy to help middle-income families pay for health insurance.
