Biden and Putin meet over video call in effort to de-escalate tensions

President Biden spoke with Russian President Vladimir Putin on Tuesday in an effort to de-escalate tensions that have been mounting as Russia has sent tens of thousands of troops to the Ukrainian border.

The U.S. sees this troop buildup as a threat to Ukraine, a democratic ally. President Biden's message to Putin is that there will be severe consequences if Russia invades Ukraine.
