The U.S. and some of its European allies have accused Russia's President Vladimir Putin of war crimes in Ukraine.

Kelebogile Zvobgo, assistant professor of government at William and Mary and director of the International Justice Lab, discusses those claims and the broader challenges of bringing leaders accused of war crimes to justice.
