DOJ investigation into Phoenix police finds 'pervasive failings'

The U.S. Department of Justice released findings from a sweeping investigation into the Phoenix Police Department. The report revealed a host of what it called "pervasive failings" in the department — from discrimination of Black, Hispanic and Native Americans to abuse of unhoused people.
