Why a Colorado River water rights settlement could also create a new tribal reservation

A landmark water rights deal between the Navajo Nation, Hopi tribe and San Juan Southern Paiute is now before Congress. The agreement wouldn't just provide access to the Colorado River; it would also set aside a reservation for the San Juan Southern Paiute, the largest federally recognized tribe in Arizona without a reservation.
