Restoring power in Puerto Rico after tropical storm Ernesto

The system operator for Puerto Rico's electrical grid reports it's been able to restore power to 96% of customers since tropical storm Ernesto passed nearby on Wednesday. The storm knocked out power to about half the island's 1.5 million customers.
