Supreme Court votes against Trump's foreign aid freeze

In a 5-4 ruling on Wednesday, the U.S. Supreme Court upheld a lower court order forcing the United States Agency for International Development to pay contractors for foreign aid work they've completed. It's roughly $2 billion.
