How Democrats plan to use federal Medicaid cuts in midterm messaging

With roughly 15 months until the midterm elections, Democrats are already crafting their message around federal cuts to Medicaid. About a quarter of Michiganders are enrolled in the program, and Democrats are hoping the issue gives them an edge in battleground districts.
