Here & Now's Scott Tong speaks with Connecticut Department of Social Services Commissioner Andrea Barton Reeves about the court battles that have upended Supplemental Nutrition Assistance Program food benefit payments during the government shutdown.

Connecticut has used state money to fully fund the federal food assistance program, but others have not.
