Undocumented immigrants who came to the U.S. with their parents before they turned 16 will now receive a discount on tuition at all state colleges and universities in Massachusetts.

The new policy requiring in-state tuition rates for those students came in the form of a directive from Gov. Deval Patrick to the state Board of Higher Education on Monday.

Salem State University President Pat Meservey joined WBUR's All Things Considered to talk about the policy change.

This program aired on November 19, 2012.
