On Capitol Hill, Republican House leaders plan to vote Thursday on a proposal that was left for dead six weeks ago: the plan to repeal and replace Obamacare.

It's been reworked since then to attract support from GOP moderates, but most Democrats are expected to oppose it Thursday, including Massachusetts Congressman Joe Kennedy. He joined Morning Edition to talk about why he opposes the bill.
