Watch Live: President Trump Signs $1.3 Trillion Spending Bill

Four hours after threatening to veto a $1.3 trillion spending bill that passed both chambers of Congress, President Trump announced Friday he has signed the bill "as a matter of national security."

However, Trump stressed early in his remarks that he was displeased with several measures in the bill. He said he told members of Congress he would "never sign another bill like this again." The president's criticisms included asking Congress for line-item veto powers and calling on the Senate to change filibuster rules.
