Watch Live: President Trump Signs $1.3 Trillion Spending Bill

Four hours after threatening to veto a $1.3 trillion spending bill that passed both chambers of Congress, President Trump announced Friday he has signed the bill "as a matter of national security."

The president's criticisms included asking Congress for line-item veto powers and calling on the Senate to change filibuster rules.
