City Cites Contractor For 'Unsafe And Dangerous Worksite' After Falling Metal Injures Woman

The city of Boston has cited a contractor for violations that led to "an unsafe and dangerous worksite" in the North End. The Friday decision comes a day after a woman was critically injured by falling metal as she passed the company's rooftop construction site.

The contractor, Corolla Contracting, was performing work that exceeded the permit granted for the 47 Commercial Wharf East, according to a statement from the Inspectional Services Department.

"The permit issued allows for the removal and replacement of a rubber roof, however building inspectors noted that a deck was removed without the proper permits," Lisa Timberlake, director of publicity for ISD, wrote in the statement. "Additionally, violations were issued for failing to indicate the placement of lumber on the permit application. These violations led to the operation of an unsafe and dangerous worksite."

The department issued a stop work order for Commercial Wharf East and six other locations supervised by Corolla. Work cannot resume until inspectors ensure each location is "properly contained," according to ISD.

The stop work decision comes after the department examined the North End location.

The woman, described by city officials as in her mid-30s, was walking her dog when she was struck by material that fell from the rooftop work site on Thursday. Good Samaritans nearby jumped to her aid, some calling 911 and others collecting towels from a nearby gym to try and stanch her bleeding.

Photos from the scene showed a crane holding a load over the roof of the building, and a section of railing missing from the roof.

Corolla has several closed complaint cases filed with the federal Occupational Safety and Health Administration, including several related to fall protection and training. The company paid more than $11,000 in fines to the federal safety agency since 2012, according to an online search of OSHA records.
