The City of Salem is readying for possible record crowds for Halloween this weekend.

People were told to stay away last year because of the pandemic, but now they're being welcomed back.

Face masks will be required indoors, and people attending large gatherings will be required to show proof of a recent negative COVID test — regardless of vaccination status.

Salem Chamber of Commerce member Karen Scalia said masks should be worn, even with costumes.

"Medical grade or something you're more comfortable with that does a better job covering the nose and mouth is definitely better than most Halloween masks," she said.

Salem has multiple free rapid testing locations set up for visitors.
