The pandemic has taken a heavy toll on students and their families, and that's especially true at the state's community colleges. Enrollment plummeted last fall — to a 23-year low — and the steepest drop was among Black and Latinx students. We speak with Carlos Santiago, Massachusetts' Commissioner of Higher Education.
