Scandal, resentment and uncertainty descend on Boston's City Council just as election season heats up. In the last year, the council has been embroiled in a redistricting lawsuit, budget fights and an ethics probe of one of its members. More recently, Councilor Michael Flaherty announced he won't be seeking reelection, a decision that underscores the troubles at City Hall.
