The Crimean Parliament says there will be a referendum Mar. 16 on whether the region should join the Russian Federation, and the parliament already taking steps to set up ministries that would be independent of Kiev.
Meantime, the U.S. is imposing visa restrictions on people "threatening the sovereignty and territorial integrity of Ukraine" and diplomats are meeting to try to deal with the crisis.
