Now that the full enrollment period is over, we're starting to get an idea of how the Affordable Care Act's health care exchanges are working.

The federal government gave out billions of dollars to states to help set them up. In some states that didn't exactly embrace the health law, the result is that big money is landing in the pockets of private contractors.
