The release of a Islamic State in Iraq and Syria (ISIS) video showing the beheading of American journalist Steven Sotloff raises the stakes for the Obama administration to take strong action against the terrorist group.

President Barack Obama has received criticism from both sides of the congressional aisle for saying the U.S. doesn't have a strategy in Iraq or Syria. Meanwhile, the president authorized a third round of military airstrikes in Iraq and is sending planes over Syria for surveillance for possible strikes.

Margaret Talev is Bloomberg News' White House correspondent and she talks with Here & Now's Robin Young about the fine line the administration is walking and what they're trying to accomplish.
