Illinois' new Republican Governor Bruce Rauner proposed a budget Wednesday that calls for deep spending cuts to Medicaid, pensions and other programs to fix the state's budget mess without raising taxes.

There has already been a lot of opposition to the plan. Niala Boodhoo of WBEZ in Chicago joins Here & Now's Jeremy Hobson to take a look at the budget and the fiscal context for the state of Illinois.
