There is mixed news this week for environmentalists and oil and gas companies. Yesterday, the Obama administration granted Royal Dutch Shell a long-sought victory with a permit to drill in the Arctic Ocean. Then today, the Obama administration gave a win to environmentalists, proposing new restrictions on methane emissions - part of a broader effort to slow climate change.
