China To Announce Cap-And-Trade Program

During his visit to the United States, China's President Xi Jinping will announce that the country will start a cap-and-trade program in 2017. This will put a price on greenhouse gas emissions, according to Obama administration officials. The move is an effort to reduce emissions by the world's largest polluter.
