Has The Kansas Juvenile Justice Reform Law Helped Push Kids Into Foster Care?

Advocates say a two-year-old juvenile justice law that is helping keep children who commit low-level crimes out of jail may be pushing kids with mental illnesses and behavioral issues into the already strained foster care system.
