The state’s highest court has ruled that the commonwealth of Massachusetts has failed to meet a self-imposed legal obligation to limit greenhouse gas emissions.

WBUR’s David Boeri reports the ruling says state environmental officials must take additional steps to set and enforce emissions limits.
