Today, Governor Arnold Schwarzenegger gave a televised address on his decision to hold a state referendum in California.

Schwarzenegger wants Golden State voters to consider ballot measures that would impose a cap on state spending, redraw legislative districts and increase the time it takes for teachers to gain tenure.
