Officials are incentivizing developers to convert empty offices into housing
Office vacancies in Boston have doubled since the first quarter of 2020, to 16.6%, according to CBRE research. Meanwhile, the state has set aside $15 million to help turn those empty buildings into residential units — with more money potentially coming from a housing bond bill.
