Radio Boston tracks two stories from Massachusetts' struggling emergency shelter system. First, the state is consolidating families in several hotels. That means new challenges in keeping families connected to schools, job searches and medical care. And, Gov. Healey has put a nearly $1 billion price tag on the system for the next fiscal year.
