Bill could put families in shelter system on the clock

A measure passed by the Massachusetts House Thursday would limit stays in the state's emergency shelter system to between 9 and twelve months. The system is under significant strain amidst an influx of migrants to the commonwealth. Jeff Thielman, president of the International Institute of New England, joins Radio Boston to discuss.
