For Massachusetts drivers, it's a good time to practice putting down the cell phone. Gov. Baker signed a bill into law Monday banning any use of hand-held devices, such as cell phones, while driving or cycling. We speak to Massachusetts State Representative and Assistant Majority Leader Joseph Wagner and Chelsea Police Chief Brian Kyes about the law and its enforcement.
